Shelter Associates is the winner of the Dasra Giving Circle 2013 (Urban Sanitation)

Shelter Associates has been chosen from among 160 NGO’s across India as the winner of the Dasra Giving Circle grant for supporting a city-wide urban sanitation program in Pune over the next 3 years.

Dasra, India’s leading strategic philanthropy foundation, undertook a process to determine which NGO’s in India are doing work which: (1) has a direct impact on urban sanitation, (2) has the ability to reach high volunmes, (3) has links with the government, and (4) has a sanitation model which is scaleable.  Dasra researched over 160 NGO’s and identified 15 organisations for visiting.   Dasra came to Shelter Associates Pune office to meet with the Executive Director and the Shelter Associates team to learn about the history, philosophy, working methodology of the NGO.  Site visits were also conducted so that the Dasra representatives could interact with Shelter Associates project beneficiaries to witness impact on the ground.  Of the 15 organisations visited 9 were determined by Dasra as being organisations which could deliver high quality at scale.  The 9 organisation were then whitled down through an internal process within the Dasra team to identify 3 organisation who would be invited to present to the Dasra Giving Circle (DGC), a group of 15 philanthropic individuals who all pledge an equal amount into a collective pool which is awarded to 1 of the 3 presenting organisations.  Shelter Associates gave a presentation to the DGC which focussed on the evolution of the organisations model for providing individual sanitation in the urban and peri-urban slums and described how the individual sanitation model would be scaled up to cover Pune in a city-wide slum sanitation project.  The 15 DGC members cast their votes which resulted in a Shelter Associates victory.

Vegetating at Sanjay Nagar Patra Chawl in Sangli

During October 2011 the contractor constructing 93 residential units at Sanjay Nagar Patra Chawl in Sangli under the Government of India’s Integrated Housing and Slum Development Program stopped work due to a disagreement with the implementing agency, the local government, the Sangli, Miraj, & Kupwad Municipal Corporation (SMKMC), over cost escalation associated with both materials and labour.  The site has lain idle for almost 18 months.  The deadline for the contractor to recommence work has passed meaning that the contractor will be formally dismissed allowing a new contractor to be engaged to finish the work.

IHSDP Weekly Progress Monitoring

During the weekly Integrated Housing and Slum Development Program (IHSDP) progress meeting on Monday 5th March 2012, Shelter Associates, who are the Architects of the IHSDP, highlighted a construction issue to the Sangli, Miraj, and Kupwad Municipal Corporation.  It was agreed at the progress meeting that the City Engineer of the SMKMC, Shelter Associates, and the Contractor would meet on-site on the following day to discuss the issue further.

The weekly progress meetings are vital to the implementation of the program as they are forums where all stakeholders in the IHSDP are welcome to come to find out about the progress of the program and to raise any IHSDP related issues.

IHSDP Beneficiaries show support for the project

On Monday 5th March 2012 beneficiaries from one of the sites under construction in Sangli, as part of the city-wide Integrated Housing and Slum Development Program (IHSDP), staged a protest in front of the Sangli, Miraj, and Kupwad Municipal Corporation (SMKMC) Headquarters.  The protest was intended to demonstrate the beneficiaries support for the IHSDP and to voice their complaint against the SMKMC regarding internal managment issues, present within the Corporation, which are having a detrimental impact on the implementation of the program.

Shivrai Nagar in the News

On 17th January, Shelter Associates gave a presentation in the community of Shivrai Nagar to tell residents more about their work, and celebrate the completion of 105 individual toilets in the settlement.

Shivrai Nagar is one of a number of unregistered slums in the Bibewadi area of Pune, where residents lack access to basic facilities such as clean water, waste disposal and sanitation. Lack of toilet provision was a pressing problem, with over 2000 people forced to defecate in open space prior to Shelter Associates’ involvement.

The presentation was well attended by community members, along with representatives from our partners SwadharFriends of Shelter Associates (FSA); and the Municipal Corporation. Sunil Bhatia, the founder of FSA, had travelled to Pune from the US to visit. His charity raised 40,000 USD towards the individual toilet project, in which toilets were provided to families on a cost-sharing basis.

The presentation began with an introduction from Angali Bapat, of the NGO Swardhar, who first invited Shelter Associates into the settlement. Then it was the turn of Shelter Associates community workers, who explained the project in more detail. They used aerial photographs and coloured plans to display their survey information in a way that was easy for everyone to understand. They also showed photographs of the terrible garbage situation in the settlement before the clean up – accompanied by peals of laughter from those who had forgotten how shocking the situation had been only a short time ago.

The most memorable moment of the day was when community members stood up to tell their own stories. These personal responses to the project were not scripted and gave a powerful illustration of the difference a toilet had made for individual families.

Despite the celebrations, work in Shivrai Nagar is far from over. Shelter Associates is working to extend individual toilet provision within the settlement and to the surrounding areas, where the sanitation situation is acute. Survey work is currently underway in some of these neighbouring communities.

Sanitation in Shivrai Nagar

Sanitation Projects are an important part of Shelter Associates’ ongoing work in the city of Pune. Click on the picture below to read about one such project in the community of Shivrai Nagar, where more than 100 individual toilets have been constructed over the last five months.

Although Shelter Associates were initially invited into the community to provide toilets, it quickly became apparent that this just was one of a number of issues facing the residents of this settlement. Working together with local people, Non-Governmental Organizations and the Municipal Corporation of Pune, Shelter Associates were also able to help residents of Shivrai Nagar with sewerage and waste collection.

Following the success of work in Shivrai Nagar community workers from Shelter Associates have begun surveying neighbouring communities, where residents are keen to start similar sanitation projects.
